You can snipe in paintball. Sniping is a tactic. How can their be no such tactic? It is a bad tactic, especially when attempted by new players who watch a lot of war movies. Kamakazi is a bad tactic, but it still exsists.
The people who usually say their isn't sniping in paintball watch to many war movies and are confused. Sniping is attacking an enemy from a concealed location.
Buy accesories such as huge barrels, scopes, etc is a waste though, and most of it is over hyped. Paintballs are sphere shaped, meaning they won't be very accurate due to arrodynamics. That and the trajectory make scopes useless. Long barrels just cause more friction between the paintball and the barrel, so how is an object supposed to go further when more force is resisting it?
