In terms of springs, I think that the spyder spring kits will fit the BE.. if not, then cut the springs or weaken them until you get to the correct velocity.
In terms of lawsuits, good luck. It is YOUR responisbilty to make sure the marker is firing at the proper velocity, not the manufacturer's. I have found that markers out of the box can be set at very low or very high velocity with no rhyme or reason.
You can get a good handheld chronograph for less then $80 - if you play mostly away from organized fields, it is in your best interest to get one in order to make sure you are safe.
