If it's not recocking, than the hammer isn't hitting the valve hard enough to open it.
Although the blowback these bolts have can be a problem, it has no effect on the
recocking cycle. I'm going to guess that for some reason, the bolt it letting the hammer ride on the ACS spring, like it was trying to prevent a chop, and that's stopping it from recocking. I don't know what the bolt would be sticking on though.

Have a look at it, try moving the bolt forwards and back by hand and see if you notice a stick anywhere. Check the hammer as well. If it works with the stock bolt, I don't think the hammer would be the problem but you never know.
