if the tank was well taken care of, then it will be fine. The only reason it would fail is if it has scratches in the finish, or if there are any dents. Even with minor scratches and small dents, it may pass.
Buying a tank that is close to hydro is fine, as long as they provide pictures so that you can see it is OK, and they should probably also lower the price a little since it is close.
