To original poster, I hope you know that in most areas land values dramatically rose after katrina. Here, after the storm, real estate prices went up 33% a week after the storm hit. Even if the buildings on top were completely wrecked or gone. By now it's risen by over 50%. And yes, it is impossible to get insurance now. State Farm, Nationwide, and all of the major insurance companies will NOT write you a policy unless you live about 30 miles from the water.
