Local tourneys around here don't. Some do, but it just depends on the tourney. if they do make you cap it, it is because they don't want the person with the better gun to have such an advantage. No one can consistently walk their gun at 15, so they make it that way so if you are playing with a Spyder, and there is someone with an Ego on uncapped ramp, the Ego is not blowing the Spyder away speedwise. at local tourneys guns vary alot, so they try to keep it a little more even playing field.
