Actually I would argue that both parties are guilty of this, not just Republicans. For instance, you look at the Congress itself. When they vote on an issue, you have members of Congress voting several times, for other people. There are more votes on an issue than there are people in the room at the time of the vote. In the Congress's own rules it forbids multiple voting or voting for other people.
Personally, a Congress that is willing to not only violate it's own rules, but the sanctity of voting and democracy for the sake of "necessity" is most probably willing to trample on the the idea of liberty itself...out of "necessity"
