Well, some paints wouldn't dry into powder although most would. Whichever you chose, you at best would get interesting spatters with odd globs in the middle, it wouldn't be a smooth finish. -edit- I almost forgot, on top the globs you end up with pieces of the shells everywhere including stuck to the wall. Paintballs are after all paint inside gelatin capsules, they're not just globs of paint like some uninitiated think.
On top of that you'd have to adjust the velocity down so that the balls would still break, but not punch a hole through the wall or something which is very possible depending on a lot of things (type of balls, type of wall, how close your standing). The only way I can think to achieve this perfect velocity is through trial and error which could be problematic for obvious reasons.
There are other much easier ways to achieve a splatter effect, namely just throwing regular paint at the wall or something...
