You can start off with the most basic rules and guidelines and then add to the course as you get the time and money.

Tape off out of bounds
Add bunkers made of cheap materials (crates, pallets, old tires, storage drums etc)
Develop the bases with dig-ins and burms
Clear areas of excess brush to make playable

...and when the course starts to get nice you all get into speedball and abandon it for some other new players to discover. Hehe, j/k
