i think its because you might be missing a piece. (BE is notorious for this). It really sounds like the Stem Valve to me. see if it is straight, or in the hole right, or if it is even there. its a son of a gun to take off. here is a link to the schematic,

If that doesnt work, try changing all the seals, # 33 on the Schematic.
