I use e-bay a lot. I will not buy from anyone with less then 25 feedback, and then only if thier feedback is 95% positive or better.
Look at the feedback they leave for other people. If if looks like the negatives left for others are "You suck as a customer" or some such, then that is what you can expect when you try and deal with them with any problem.
A lot of PB stores have e-bay storefronts - these are generally reputable, its the 14 y/o kid with the busted automag for sale with a blurry ass picture and 10 feedback that you have to watch out for.
Be aware of the "Escrow" fraud scam. IT is very popular with E-bay on big ticket items these days. If someone says they are sending you a $1250 check to cover a $500 item (with you sending them a check for the differencce) this is a huge scam that will leave you with an empty back account and no chance of recovering your money.
Read shipping charges carefully -- the HPA tank you just bought for $40 may have to come canadian pacrcel post at $35.00 US or some such.
Know what you are buying. You almost need to know more about the product then the seller, especailly the retail price of what it is you are bidding on. Don't bid $125 on a Spyder Xtra that reatils at Wal-mart for under $70.
Use paypal - it has buyer protection and fraud reporting if you do get jacked.
Someday I will tell you about my wedding --- I bought most everything on E-bay that could be...
Later all.
