lol think you need to read up on that again ... objects returning to the ground accelerate at 9.8m/s until they reach what is know as a terminal velocity.
regardless of what speed it reached pervious to 0 m/s (top of arc) when it returns to earth via gravity it moves as fast as it possibly can, given acceleration due to gravity (9.8 m/s) and air resistance. All objects do.
