here is how it works: When you screw the knob in it pushes a pin (or cone on such things as uni's) wich pushes the pin in on the regulator of the tank (if you have already screwed your tank in). the air then goes past the pin (cone etc.) and into either macro line or steel braided hose. the hose goes to your high pressure regulator (or expansion chamber, or nothing) on the gun. when you unscrew the knob the pin (cone etc.) is pushed back by the pin on the tank and is eventually pushed back so that no air is able to pass freely. some on/off's have a self purge, wich degasses the gun once you unscrew the knob, instead of when you unscrew the tank.
so no, by loosening it either degasses the lines (self purge) or air will remain in the lines untill you unscrew the tank giving the air a excape passage thus equalizing the pressure.
EDIT: tippmann666, it will not get the pin stuck if you turn the on/off all the way in, you are supposed to so that you do not restrict the air passage through the regulator and into the on/off.
