Yes, that's true.
CO2 tanks get cold because the liquid gas is boiling and absorbing a good deal of heat.
A compressed air/HPA tank isn't likely to get nearly that cold, but the gas expanding will drop the temperature. Just like having a cold or hot tank will make the pressure read different. You've probably noticed that the tank was warm after being filled, and that it might have seemed to lose some pressure after it had cooled off.
