every 5 years a tank has to go in to be hydro tested. It shows if the tank can still be operational after 5 years of using. A good tank can only last 15 years total than it must be disposed. If your tank fails the hydro test than it will become crushed and will be in no condition to be used. If it passes than you can continue using the tank.
When looking for tanks and you decide to look used you might want to look at the next hydro test needed and see how long it's been operating. That way you know how many more years you have left in the tank. You can't guarantee a tank to work for the full 15 years. You can determine a good price range for a tank seeing how many years of life span the tank has.
Like you might believe a 68/4500 tank for $100 is a good deal but when it has less than a year left on it it might be just a waste of money thinking that it might break under pressure in the hydro test.
-Edit-
I just read that RBomaha said it was a 3A tank and it's low quality...well i'm going to agree with him. 3A makes very low quality products, thats why you hardly see them in stores and more across ebay
