You're asking about 2 different things here: bolts and valves. Between the DART bolt and the Superfly, if you've got the cash get the DART but the Superfly is also a good choice especially if you're on a low budget. Now onto the valve, it's not exactly mandatory that you get the valve and springs upgraded; I've met some guys that had stock 03 internals and everything else was upped to the max and they said it worked just fine. But if you're looking to upgrade it, the valve will give you better efficiency and I haven't heard anything bad about the Eclipse valves.
