sounds like you need new hoses.
normally i'd say you need to jack the lpr pressure, but if it's leaking chances are it is coming out of the air fittings. and about the qevs, if it is leaking out of the qev, not the air fitting around the qev, than it could be just a bad qev.
but i think the biggest possibility is just bad hoses and/or air fittings

take some gun oil or a soapy spunge and find out exactly where the air is leaking. If at the hose, then replace the hose. If at the threads of the QEV then you need to use blue lock tite on the threads of the QEV. If it is leaking out of the QEV its self then your LPR may just be set to low. (which would explain the other issues.)
the thing that would concern me the most is you say the noid is leaking. This could be a bad thing. If you have blown the noid then you are looking at $90 to replace it. So take some time a figure out where it is really leaking. (If at the hose, then just replace the hose.)
If you degas the marker can you move the ram?
I would trouble shoot this issue as follows, lower LPR all the way, gas up marker, look for leaks. fix any leaks before moving on. slowly increas LPR and look for leaks. Fix those leaks before moving on. Look for leaks by listening for general area, then by using a soapy spunge or gun oil to confirm where leak is. Start shooting gun and adjust LPR until the back block starts to funtion properly and you getting a shot from the barrel. give 1/4 more turn. If you turn up your LPR too much you will blow the noid.
If the noid is leakiing from the bottom (try to keep this part dry) then you need to lube the gasket, (vasoline or Dow) then try steps again.
Itentifying the actual leak is half the battle.
Also what kind of QEV? Palmer and FF QEV's have orings, and if overtighten then you will crush the oring and it may leak. Use some blue locktite on the threads and let it sit overnight before you gas it up.

describe front of the noid. if not the barbs then you need to tear it down and lube the gasket....or replace it.
as for the QEV is it coming out of the vent hole? can you plug it w/ your findger?

hm... as jaggy said, try raising your lpr... if that doesnt help seal anything.. then make sure the barbs on top of your noid arent loose.. the 90* ones. if they are loose, that would solve your cocking problem. raising your lpr might seal the QEV. good luck gettin ur gun fixed, i hope this helped at all.

use caution when adjusting the LPR. If pressure is too high you will blow the noid. which is sound like may be the problem. Follow the trouble shooting steps I provided earlier to ensure you don't blow the noid, or the new one if you replace it.
Too many times have I seen a working marker spring a leak and people reach for that rock knob that has not moved and crank it up because it is there.
IF YOU TURN YOUR LPR UP TO HIGH YOU WILL BLOW THE NOID.

sounds like you LPR is way to high. did you follow the steps I listed above?
doesn't sound like it to me. do those then get back to me.
barbs are where the hose connects.

rtfm?
when the lpr is all the way down nothing happens. As i turn it up, the QEV leaks faster and faster. the gun never cockers itself during this whole thing.

take it the shop. pay to have it fixed and watch what they do.
I have given you the steps to fix it. If you don't want to take the time to trouble shoot it, then you need to pay some else to do it.
