Of the two, I've only used the rock. However, I know that the orracle LPR is nice, I have seen them used.
I'd go with the rock because palmer has a lifetime gaurantee, and he is a really nice guy.
I don't know if he nickel-plates his LPRs, but call them up, the number is on the site.
He'll tell you if he can do that for you.

You will not notice much of a difference between any LPR, it is just how user friendly it is. As long as it is externally adjustable and won't blow up it's a good LPR.
Get which ever can be found cheaper.
Also, Micro-Rocks can be found in silver.

i'd get the micro rock. the orracle looks pretty, but palmers is the shizznit. as has been said, it comes in chrome/nickel(nickel i think it is) and has a lifetime warranty.
