I want a barrel but I can't find one
I'm looking for a 12" 32 degrees whisper barrel but all I can ever find is the 14" anyone have any ideas where i can find one?

Does it matter? It's 2 inches. Not a noticeable difference in anyway really. And for the record, I'd get the 14in. anyway.

I know the longer the barrel is the more the accuracy, but also the longer the barrel the more gas you use. so im trying to find a 12" inch whisper barrel, but if not ill just go to the 12" quiet riot.

I know how these things work. And no, the longer the barrel is doesn't mean it's going to be more accurate. And I'm not saying the shorter it is, the more accurate either. It's just an illusion, you could say. Since it's longer, it makes it easier for you to target your enemy. Aim at them so to speak. But really since the barrel is longer, the paintball after a certain distance in the barrel will begin to bounce around in the and generate friction which means the paintball is actually less accurate when it leaves the barrel, and has a higher potential to break in the barrel. It is true that the longer the barrel is, the more gas you will need to use because you have to raise the velocity, but 2in. really doesn't change anything that much. Deffinitly won't be a noticeable difference in the efficiency you get. Especially not with a low-end marker like yours (I assume). So really, changing your mind on buying a barrel because it's 2in. more than you would like is just stupid, IMO atleast.
With that said, I would actually look at other barrels, like Custom Products 1-Pieces. And yes, I recommend 14in. barrels for anybody.

I just ordered a 16 inch... is it true that you shouldnt go any higher??? and its a progressive is it any good?

Progressives are alright. Not great, not the worst. Just be sure to try and keep the best possible paint to barrel match, and you should get good results. That's really how it works with every barrel.
Personally, I wouldn't go higher than 16in. for the reasons stated above. Plus it's kind of ugly on to see a huge ass barrel sticking out the end of your gun. 16in. is good though, for airball. Makes it easier to play tighter by pressing into bunkers easier.

How do you tell what paint is the best for the barrel? Trial and error basically or what?

Well first you have to buy good quality paint which is usually referred to by other players.
And you know when it's good for your barrel by doing the blow test. Grab like 10 paintballs from your bag of paint, and drop each 1 down your barrel at a time. If it just rolls straight through, that means it's too small. If it gets stuck right away, and you can't blow it out of the barrel using your mouth, then it's most likely too big. If it rolls for a little, then gets stuck, and you still can't blow it out, or it does blow out, then it may just be not perfectly round. If it rolls down, gets stuck, and is very easily blown out of the barrel, then it is a good paint to barrel match. That's what you should look for.
To be honest, the quality of the paint isn't that big of a deal, it's just how well it fits in your barrel. Then all paint will shoot nicely. Like, you could be happier with a bag of seconds that fits perfect, and unhappy with a bag of Evils that may not be round, or just totally don't fit. All paint from the same brand will vary at times when you get it. Depends on the quality of that batch of paint for it to be truely nice paint.

16" too long. The progressive is good. I have a 14" progressive. For paint make sure the ball size and bore size of the barrel match. Dont go with extremely cheaply priced paint, if its too cheap then its garbage. I would recomend for starters...Scorch....then PMI stingers...Diablo, Draxxus and RPS. But yes it is trial and error to you find what you like and what works best for you. But you will have fun trying out the paint untill you find your favorite. Have fun!
