When your playing? Wet barrel when your playing will cause your groupings to be like you chopped a ball. When it's raining, I tape up the porting.
If you mean just to clean it, perfectly fine.

Ya, when you're cleaning it, it's actually a good thing to do. But be sure to dry it.

It's aluminum, not paper. It won't hurt your barrel to get it wet.

I clean my barrels with water all the time..
But when I do it I use the hottest water I can get from the faucet so it dryes faster(and it cuts the paint better).

wow, wouldent the barrel and stuff bounce off the different wire sections? or do you put them in the fork/knife/spoon parts?

Actually its a great thing to do if you dont have barrel treatment, because it cuts the oil and other goo on the outside of your paintballs which messes up good barrels. Thats why I told people to rub a paper towel on their balls before playing, because it takes off most of the oily residue. Hot water works best, usually what I do is run the water through my barrels then get a paper towel and just put the barrels upright for a while on the paper towel, the gravity brings all the water to the paper towel. So actually its a good thing.
