silencers in paintball are a grey area of the law. They're not quite legal by definition, because they *could* be used to muffle a gunshot. That means that it should require a permit and some tax stamps that would greatly excede the cost of the marker it was going to be put on.
The last official word I've seen from the ATF is that one will be legal for a paintball gun if it is attached to the marker in such a way that it can not be removed without cutting or destroying the marker. It can't be just attached to the barrel, it must be integrated or welded to the marker body.
That said I've fooled with them and they can be sort of effective, especially for a pump maker which has no blowback noise.
There's all sorts of plans on the internet.
Basically its just a tube with baffels, padding, materials to absorb the sound, or a combination of them. For paintball you'd probably end up working with PVC pipe which is cheap and easy to make into shapes with common tools.
