Problem with Black Dragon

I bought a Black Dragon and it has never shot right. I have had it worked on many times, but no success. The problem is that the velocity is to low. I put the hardest spring on it and stretched it out. I put paper behind the shim, that helped some. I think it might be the regulator because when I remove the C02 tank it sounds like there was a lot of build-up pressure in the regulator. I had all the o-rings replaced and the entire gun was cleaned. My pressure is at 900psi right now I think. I need to know if I should replace the regulator. I don't think it would be something internal, but I could be wrong.

Ok I just tried out something. Instead of paper, I put foil behind the shim. I got the spring so tight that it wasn't wanting to cock back. So I loosed it up just enough that it would cock back. I saw a little increase in velocity, but not as much as I need. So I don't know if its the regulator or something more serious.
