More activity
This place needs some more activity. Im at work bored. Ideas:
1. You need to condense all the OT or "Lounge" areas into one section. Off-Topic is where forum communites thrive. Get rid of the sub-forums, get rid of the "elite member" forums, etc. The more people are forced to post in one confined area, the more they will be exposed to everyone else. With the current separation, you are just stunting the growth and essentially discouraging a solid member base.
2. I don't know what software you are running, but I know Vbulletin forums give each user the option of turning of the swear filter. Maybe you have this option hidden somewhere as well? I'm slightly confused by the 'PG-13' policy here. This is the internet. Last I checked, it wasn't your job to help parents keep their own kids 'safe'. You need to advertise to your target group. If you want a bunch of kids on here 24/7, by all means keep it pg-13. If you want an older, more mature crowd, I'd recommend raising the bar a bit.
Of course, you may be controlled by a higher entity and have no discretion here....
3. Why not allow adult themed posts? Most forums I visit do not allow direct-nudity posting. But you may link to anything you want as long as you tag your thread/link with a *WW* or *NSFW*. This goes for ANYTHING that may cause controversy. Its simple, if you wouldn't want your boss to see you looking at it, tag it with a *WW*.
Once again, the older crowd is going to get bored if we can only talk about rainbows and disney movies.
4. Layout. I know this can be a ***** to fix, but this site is ver cluttered. I usually hang out here. See how clean it looks?
5. Allow post counts in the Lounge. I'll say it again, this is where forum communities thrive. Some people need an incentive to keep posting. I know you are worried about post-whoring, but handing out infractions/bans for that behavior will stop it quickly. Just stock up on moderators in that forum to stop trouble before it starts.
These are just some suggestions. I have been to many forums and seen what works and what doesn't. This place never captures my attention for more than a few days at a time because of the above issues.

I agree with all of your ideas except the last one, post counting in general is just stupid. Take Pbn for instance, they dont show it and i think its great. If the only thing keeping some one here is their ost count then we dont ned em...

i agree with alot you said, although i dont believe any of it will happen.
pbf is like a dictatorship, not a democracy. we had a how may pages long hot babe pic thread? no nudity involved, get deleted about the time Verticalchoke took over.

After I saw that it was orange, had red spots, and was standing on two legs in a fighting stance...I pretty much decided it could do whatever it wanted to. It was easy to get over the whole breathing smoke thing.
