IMO:
Mini > PMR > Fusion
Mini is fairly inexpensive, shoots incredible when broken in, with a few minor upgrades shoots as nice as any marker out. But I don't think it NEEDS anything to shoot great. My personal favorite "bang for buck" gun in all of paintball.
PMR requires a bit out of the box. Back cap, and I would consider a trigger to be essential. The Mini will always be more efficient than the PMR, and the PMR doesn't really shoot much smoother. I still love the PMR though, and it can be found cheaper than the Mini.
Fusion I'm not big on. They shoot good, they're efficient...but they're just not in the same league as the Mini and PMR for me. I'm not a real huge fan of the FASOR design though, so I'm sure that bias affects my decision.

I actually found a fusion for the same price as a mini, so that isn't really a factor, by the way.

I would take the fusion. Its small, very air efficient, SUPER EASY maintenance, and fast. Its the most user friendly gun out of all of them and IMO the most reliable also. The FASOR design is the simpliest and has less to go wrong on it. Ive seen broken minis and broken PMRs but hardly any broken Fusions. PMRs tend to have weak parts and minis have their issues (but are over all not bad). IMO, get the fusion, and if you cant get which ever gun you find cheapest.

My PMR was flawless form the day I got it to the day I traded it. They are just as reliable as the Fusion if not more. If one was down it was because noobs bought it and didn't know what to do.

With current things, all these guns are perfectly reliable unless the user messes it up. Other than early poppit issues, I've never seen a problem with a Mini that wasn't caused by user error. All the PMR problems I've seen were user error. I've only ever known 1 person locally that had a fusion and it worked fine so not really many of them to base judgment on.

The Mini is the lightest and smallest. Also it shoots the smoothest. It comes with a clamping feed neck and a very nice carrying case.
