the electronic "eye" is made up of an infrared emitter and sensor. These are placed on opposite sides of the breach where the paintball sit. If they can "see each other, the marker knows not to fire, because there's not a paintball completely in the breach. They nearly eliminate chopping. A fast forcefed hopper will help to eliminate chopping, but not nearly as effectively.
Chopping is a big deal because once you get a chop, your barrel is covered in paint and possibly parts of your hopper as well. Your paint will fly in all sorts of wild directions and you'll have to stop to clean your barrel. If you do decivve to get the standard one without eyes, I'd suggest a J&J ceramics barrel. They're teflon coated on the inside to help shoot out breaks; they work wonderfully. You still have to clean the barrel after the game, but after 6-15 shouts you're going to be putting paint nearly where you want it to go again.
What I say is go back to that guy, ask him if you can try out both of them with a nice hopper on them. (look for the viewloader eyeforce or any forcefed hopper, they'll all do what you need) Go out and shoot them as fast as you can and see if you can see a difference in the speed you can shoot, if there's any chopping of paint, etc etc.
