This is because Germany really had no choice. They were pressured into it. You see, after the first World War, Germany was kind of in the gutter. However this all changed when one leader, Hitler, took action. Germany's economy started growing. Unfortunitally, Hitler was pretty much kind of a lunatic and had to go on a big fiasco with hating Jews and such. In the end, it wasn't Germany's decision and noone really had the chance to "speak up" even though most thought seemingly pointless hating of Jews was immoral. I'm sure propaganda played a part as well.
