A spring kit would be a better solution than cutting. I've done both and the problem is that you can't make the spring longer again...but you can shim it.
A kit shouldn't be more than $5-$10 and will have at least 3 hammer springs and 3 valve springs of various tensions. Allows for a lot of options with no permanent changes. 32 Degrees and madman (?) make a 9 spring kit (But three of the springs are for old style valves and you'll just use the other six).
If I had to guess, and this is a guess, why the velocity changes just with that one tank, I'd say that for whatever reason the larger tank is sending a little liquid CO2 into the gun which is causing the extra velocity. It won't harm anything on a gun like a Spyder, but it'll cause your velocity to climb.
