I was going to buy my friends compact 2000 but looked into it and would have to do alot to get it to my likeing. I have about $100 +- 10 for mask hopper and tank. I like the shutter but cant find anywhere to buy one other than ebay. Any suggestins where to find one or what else to get in the price range(please no save and get an imagine).

To be honest w/ you shutter is not the best non-electric to get. I would go for the extra(74$) or victor2(54$) so that you still have enough for tank/mask. after that save up and get an all american or tear drop barrel; both are relatively inexspesive and very good quality.
