IF it doesn't build, then eat more protein, and work out harder. Work out until you can feel a good burn, and don't just stop as soon as you get a burn, gotta keep going for a while.
The burn is actually your muscles tearing a bit, and when they tear, proteins fill in the gaps and make it stronger.
You Know Cubicles for offices? Try to get a hold of a 2Ft. Wide one and lift it straight up everyday, or do pushups and chinups. Also...STEROIDS STEROIDS, LOTS OF STEROIDS!
i lay down and put my arms straight out (shoulder height if u were standing up) and put the weights in your hands . . with straght arms lift together until they meet above your chest (doesnt work as well i would like, dont expect phenomenal results)
for biceps i put about 75% of my maximum curl weight, then i curl curl curl until i can barely do it anymore . .. then i take off 5 lbs for each side, continue , take off 5, continue untill there is only a few lbs left, curl till u can barely lift the weight. after that u probably cant move your arms but you will have done a lot

this is true, the muscle fibers are torn and will rebind kinda but will be stronger . . and bigger, and some new fibers will be made
and if you are just starting weight lifting anyone . . dont start off slow (usually a BIG contraversy) i just went everyday to my school weight room and worked out as long as 2 hours . . and i was twice my size in 2 weeks (i was already a little built)

running is cardio wich will make him lost body fat it wont help his chest at all it will help his abs be able to be seen once you get around %12 body fat your abs should start to be showing. i know you didnt ask about abs but you can workout your abs for the rest of your life and never see it be defined or anything unless you do cardio to lose your body fat. for the chest i dont think theres much fat there and youwant a bigger chest so you dont really need cardio for a bigger chest just do pushups with the hands right next to each other then within the 30 minutes after you do that drink a protien shake or somethin. if your goin to do cardio eat otmeal BEFORE you do it then after drink a shake.
