If hes a new player, you can get him a Tppmann 98 Custom Pro E package off of many sites, for less than 300.

$400 is not a lot of money when you are getting started in paintball. There are some things you can buy cheap and some things you need to spend some money on. A good thermal mask is absolutely essential and should never be the thing you buy cheaply.
The temptation to buy an electronic marker is so great because the prices of markers like the Ion are so cheap. But...I always recommend a mechanical marker for the player starting out. Something like a Tippmann 98 is a bulletproof marker that requires little maintenance and is easy to understand and maintain/repair. There are several other fine mechanical markers on the market that will give him a good way to get started too. Electronic markers add a whole new set of problems to the mix and can be a nightmare for a new player to figure out and have the potential to cost him a lot of money in repairs due to their fragile parts and delicate electronics. Advise him to stick with a mechanical marker until he is very familiar with shooting, maintaining and repairing it.
By the time he buys a good mask, an electronic loader, a HPA tank, a harness and pods, some paintball clothes and all the other little doodads you need for this sport, he won't have enough of his $400 left to buy an Ion. If you skip the HPA system then he might have enough to buy and ion but the Ion doesn't like CO2 so you're stuck spending more money than he wanted.
Stick with a mechanical marker. CO2 will run it fine so that will save money for a nice loader, mask, good clothing and accessories, maybe a barrel and some other upgrades that will make the gun his own. Once he's well into the sport, he can worry about electro's and HPA.

the vs3's rocking trigger is junk, but the VS2 is a very nice marker, a better value for the money than the ion certainly.

QFT. Skip the rocking trigger on the VS3, just get a VS2.

Used u can go much, much higher grade than Beginners. '03 Egos, DM3, ancient markers that are still great. But as a beginner i'd get him something a little less hazardous and easier to take care of, don't want anyone ruining a $100 board.
so i'd suggest a VS2, or ION ( smart parts ehh,) the ION is harder to clean but its smaller and weighs less.
Decent mask $50+
HPA Steely tank $55+
thats $105 down right there on just a tank and mask
Good hopper $100+ ( 200 down now 200 left for a marker..ehh, used sure)
But if your gonna go used, i'd suggest an Upped ION, its gonna be around the price range, Pre upped for you ( get a QEV, Feedneck, ASA at least or no deal just to make it worth your $$$ ) it'll be good for him to get used to taking care of difficult to get to places ( aka the bolt! ) Even though it is smart parts it will give him some responsiblity and yet still give him the backing to play better as his skill progresses.
Hope it helped

well it turns out one of my freinds just so happens to be selling his ion and compleate set up, he wants $300, and thats everything but oil and tools, the hopper isnt the best(ricochet agitator) but it gets the job done, i havnt had to tamper with an ion and knowing this guy i will probably take a crash corse in how to fix it and clean it, o joy, of corse its not like my impulse is hard to maintain at all, guess i could use a little bit of a chalenge, thanks for all your help

you should really watch what you say. Not everyone thinks Ions are good, many for clear, educated reasons. Look at the posts above yours. All of them have facts or some kind of educated response to the person above them, or to the original post. There's a reason for this.
Any who, Back on topic. I too agree that Ion<VS3<VS2. I would recommend a VS2 with 47/3000 or 68/3000, and an egg. He could save a great deal by picking up a used impulse though, even though the technology and size is outdated. If he went with the impulse Idea, He could pick up an entire package (with 68/45 and Halo) for probably less than 300 easily, depending on if the Imp is blind or not. It really depends on his personal preference.
In short, I would recommend either an Imp, VS2, or Ion in that order; comparing cost, practicality, and overall functionality.

QFT
Although, I wouldn't recommend an Impulse just b.c. they are old, heavy and with the price of ION's, VS2's, and some other similar guns, the Impulse just isnt really practical.

ya im agreeing, ions dont "rule" but they are not bad by any means, as for the impulse i managed to snag mine w/eyes for 153, add a 68/45 and a empire reloader b and i was just around 350, personally i think the impulse is great because its so simple, sure its a little heavy but heres how i look at it, if your arms arnt twigs then youll be ok, and i have been, within the first day of tinkering with it i had taken it all apart (not the reg though) and back together, but heck for a 153 price tag and managing 20bps (my fingeres arnt quite that fast yet) it sure has been a great gun.
anyway its looking like i will get the ion from my freind for him, heres a list of all the stuff
Smart Parts Ion w/ WGP drop forward on/off air switch used 3-4 times
-J&J Ceramic 14'' Barrel
-Redz lasso and squegee
-JT Flex 7 IZE mask w/ clear thermal and New never used reflective thremal lense.
-Pure Energy 3000psi 68ci fiber wrapped tank w/ Dye Rhino cover
- Richochet AK 9V hopper
-PMI pack (holds 4 pods) Pods hold 120balls
-Paintball gloves
-JT paintball Jersey
can you think of anything else he might need?
