I believe thats a piranah eforce EXT. Thats also not CO2 its HPA (High pressure air). I'd say its good deal for 100 if its new. If its used, well, you could have gotten it for cheaper.
Someone correct me if im wrong about the name.

Even used I'm not sure how much cheaper he could have gotten it. that tank would resale for 40-50$(DO NOT PUT CO2 in it. Read the sticky about HPA at the top of this forum to understand it...)

It's filled the same way a scuba tank does, via the little fill nipple on the side.
Your best bet, if your not playing on a field, is to pick up a scuba tank and fill station(probably 125$) and you can fill your own air. If you play with buddies, maybe you can all chip in and grab one and have a communal fill setup.
You COULD sell that and nab a cheap 20 oz CO2 tank if you don't have access to air.
Read the HPA Q&A at the top of this forum...

I'm not sure on that gun, probably 900-1000 or so off that tank with that gun at most.
HPA shoots much better than CO2, it's cleaner and more consistent.
You will need a scuba tank, or bulk nitrogen tank, to go with that station.
BE WARNED NOW, DO NOT PUT ANY OIL OR LUBRICANT IN THAT TANK, INCLUDING THE FILL NIPPLE. I saw a kid on the nation tell another one to "just put a drop of oil in it" for it to stop leaking. WRONG! If you put oil in the nipple, or any other part of that regulator, eventually it WILL detonate...and yes, I mean blow up, explode, fireball, shrapnel, possibly your hand gone, the whole mess....you've been warned.

Scuba shops will fill them for you, and will be your best bet for a used tank as well.
I put that warning in every time i see a new guy with an HPA tank. I'd rather get to you first and explain why not to, than have to argue with some kid giving you bad advice.

OK hang on...
If I got you right, the bolt is recocking? you need to take it apart and oil it with pneumatic tool oil. Take the pin out and all the guts will come out. pay attention to how they where taken apart.
If that doesn't work, take the tank to a paintball shop and see if it's a reg issue.

well first i put the tank on the gun, then have to cock the bullet in but it only fires at 30 centimeters so i figured thes wasent enought presure going to the bullet so maybe its blocked, then i have to recock each bullet cux theres not enought pressure to kickback the cocking thingy. but the other thing is that my can is suposed to be a HPA but the guy at scuba shop told me its co2 but just to show me hes stupid he filled it anyway so maybe thats the problem cuz im not sure if its hpa or co2.so uhm...thats the problem but i might resale it to a stupid dude at my job for 150 or just bring it to a paintball shop to get it checked.

That's a pmi pure energy 46ci tank. The guy is an idiot it doesn't say a thing about oz I guarantee.
You need to CLEAN it, the find out if it's still doing it. There's a 99% chance some oil, and maybe 1 or two o-rings being replaced, will fix it...
BTW, you COULD convert that tank to use about 30oz of CO2, but you will need to replace the pin valve. As it sits, if you put CO2 in it it will leak like a sieve(plus....if I'm not mistaken, it's not legal to fill one via a QD. If they hook it up, it won't fill the way CO2 tanks do...

Adjust the reg, screw the tank in all the way, replace the battery, and check the sear. If that doesn't work you're pretty much screwed.
