im no expert but i beleive not, you see by increasing velocity the spring tightens wich causes more force for the bolt to move forward, causing the ball to move at a quicker rate.

because it varies in different markers on how the velocity affects air or Co2 usage.

RIght-
It DOES all depend on the gun.
Some guns, like Tippmanns, adjust velocity with a restrictor, which means is does NOT "save co2" when you lower FPS.
Some guns adjust FPS via the regulator. These would improve effeciency.
Everything else is in the middle. Many electros change FPS by adjusting dwell. This can slightly improve effeciency, but it also is no longer balanced, which makes things worse, nullifying any real benefit.
SPyder-clones typically adjust FPS via spring-tension. This generally can slightly save CO2 at lower velocities by manipulating the dwell, but it makes for a less-sharp pressure spike. SO again, shooting 150fps will NOT use 1/2 as much Co2. Maybe saves 5-10%?
