With cockers, it just refers to a set of aftermarket parts that are replacing stock parts. They don't work any better, but just "look" better. Its typical to replace the pneumatics as a "group" since it keeps the style the same.
The term "pneumatic kit" also refers to aftermarket electro kits for spyders. Basically, it changes a spyder from a blowback to a ram-valve (like a timmy,bk2k, etc). Certaintly a performance grade above a stock spyder, but not really much better then the cheaper e-grip upgrade.
