paypal = a certain sense of trust.

he also could have withdrawn the money and run before paypal could reverse it... or something. or if someone was ignorant, totally forgotten it was coming and be totally out the cash

It's ok - they have his personal info. Should be pretty easy to have him arrested for some very serious charges. I almost hope it comes to that - idiot needs to learn a lesson.

paypal allows you to request the money back. I'd suggest doing that.
