98c with ACT (including basic hopper): 140$
vforce vantage : 30$
20 oz CO2 tank : 17$
for a total of 187$, before taxes and shipping (price taken on actionvillage.com). I think this is a start. You could cut and have a regular 98c, and save 20$, but you'd have to buy a basic hopper for 6$, so you could only save 14$.
Weever, I think you misunderstood the question. He has a 98c and he's looking for a new marker that's better but not too much more expensive.

Ok so if you already have a tippmann 98c, I consider that you already have a mask, hopper and tank. You could get around 65$ if it's stock and in great condition.
Then you check around for a better marker : the smart parts vibe is around 150$, and it can be used with Co2. So you can keep your equipement and use it on a vibe. And you have to pay 85$ from your wallet. From that, you could add an electro hopper and HPA tank as upgrades in future when you'll have more money.
Depends on what you mean by inexpensive and step up. I'd consider a used mech 'cocker or Automag to be a huge step up. It really comes down to what cash you have on hand to spend the mid range options now are really giving the high end big ticket markers a run for their money and for $500 you can get a marker now that can do anything a marker three times the price can do.
