HPA is generally better they are regulated so that the output pressure is consistent and HPA is not affected by temperature changes like CO2 can be affected so you will be seeing the same tank output pressure all day long and year long. CO2 will give you more shots per tank than a comparable sized HPA tank but many markers can not safely be run on CO2 and are HPA only. If your marker can run on CO2 by purchasing a CO2 friendly regulator like a Palmer Stabilizer you can get near HPA results on CO2. Regs are a bit expensive and a big part of the cost of HPA tanks is the built in regulator.
