to answer both of your questions, you can play 1on1 if you want, you can play what ever is fun for you. but usually there are more than just 2 people involved in a game.
as far as re-shooting paintballs, people do it, it may not be the best for your marker, because picking paint off the ground usually also means you are picking up dirt and what not that gets stuck to the ball, and then that goes in your gun. So i guess your answer is I don't personally do it, and wouldn't recommend it, but its not going to make your gun blow up at the same time.
but with that being said, since you said you play alone right now, and you mostly shoot at things and have fun with your aim. You may want to look into getting your self some "reballs" they are "paintballs" but made from rubber that are reusable. So you can fire them, collect them, clean them up, and re-fire them again all day long without you racking up a huge paint bill. You just have to set up a specific target so you can collect them afterward.
