Anyone know how I could simulate a brick of C4 for a Desert Storm type Senerio?

Get a brick, put a watch with a alarm on it. People need to disarm it (make the alarm stop ((Have a bomb specialist know how to disarm the alarm)) and anyone else should) get it out of the area before the thing "blows". Pick an estimated range of how much it will blow.

A pound of playdough is good becuase its squishy like C4. Just shape it like a brick of C4, wrap in a paper bag, and write C4 on it in yellow stencil letters. And thenput an alarm or some sort of LCD display iwth a timer on it.

uhh, get a cardboard box, small one. write c4 on it. have a guy carry it. and then have the other team have a few people have defusal kits to speed up the defusal process. kinda like cs. have a ref countdown the defusal time.

We use moedlling clay, it is cheap and has teh same consistency as C4

use playdoh and bury a flashing led and give someone wire cuters and have them "disarm" the led
