Ya, Shockers normally aren't the most efficient markers (1,500 off of a 68/4,500 is great) but you should be getting a lot more than that.
I can't really just tell you what to set the dwell to, all markers are different.
After you lube the Shocker up pretty nicely, and the regulator, you must set it up. Not sure what the operating pressure on the NXT's is (the pressure that reads on the gauge, from the regulator) but it's probably around 200psi. So, set the regulator to that and set the dwell really low, so low that the bolt barely cycles (moves). After that, increase the dwell one by one, shooting after each time you increase it. You're looking for the point where the bolt fully cycles. You can usually tell by the sound of the shot, it will be louder. Once you think you're at that point, then increase the dwell another 10 beeps up, about there. That is your dwell setting. From this point, you need a chronograph and you have to adjust the regulator, not the dwell, until you are shooting whatever velocity you desire (should be 280fps - 300fps.). This is just a basic setup to get it working ike it should.
