obviously you nave never worked on a pro carbine!

what has happended is the power tube that that velocity screw holds in place has rotated. the easiest way torerotate it to the clorrect allignment is to use a wooden spoon handle that fits tight into teh power tube from the front of the body. If its too small wrap a piece of electrical tape or other tape around the stem of teh spoon till you have a fairly tight fit. then insrt teh spoon handle into the power tube and rotate it till the hole is realligned. then isert your new spring and bolt.

Yea, that's an annoying problem with carbines. It can also move forward a bit, but that depends on whether or not you've actually used it since the screw fell out. I like the spoon idea though, i just play the line up game and use a tooth pick or something.
