Not exactly. It just means that it locks the setting at semi-auto.

Im not sure if the frame itself is tourney legal, itd be kinda ironic to have a tourney lock if it wasnt

No the frame is not legal.

I didn't go to the link but NPPL requires you to have your gun locked on semi-auto. A lot of the newer guns have a new board that allows them to use "ramp" but NPPl also considers that illegal too. I'm pretty sure PSP allows ramp though. If you don't know what ramp is and want to know send me a PM.

I believ the semi lock, Locks one of the two contact points.
