Use a photo editer (not MS Paint) like Adobe Photoshop or something similar.

Adobe Photoshop costs money, right??? Are there any free programs that can resize imaged????

Adobe Photoshop only costs money if you want it legally. Who wants that? Get it off of KaZaA or Ares or DC++ or mIRC.

Yeah dude, dont use MS paint, it smooshes is all up, making it look like crap, and pretty much not worth your time.
