1) mines were popular in the 90s, back then a typical game lasted an hour pretty easily. Today a 20 minute game is considered long. So to find and get to a good spot, did a hole, plant and camouflage your mine then have the other team come through and trip it is a lot in 20min
2) field has to allow mines, especially if it's home made they may not, they do have insurance policies to abide by
3) the player(s) hit by the mine have to take themselves out. It's the same problem with grenades, players are used to thinking if paint splatter as just that, splatter. Without the impact of a paintball players are less likely to call themselves out
