New to paintball, and I did a quick search, but did not find much...

Would it be beneficial to have a Co2 cover of some sort, for use in colder weather?

the ony reason a cover woudl be useful is to provide some sort of grip on the back of it so it sticks to your shirt better. I've tried putting heat packs in a tank cover and they simply do nothing.

That's a good idea with the heat packs....they last for hours.....but surprised it does not really help much....I read that Co2 and cold weather do not mix well.....

Is it the temperature of the gun perhaps that causes the inconsistencies?

now, I had good luck with my heating packs. didnt have NEAR as much liquid get into the gun. then again, I used like 6 of them...I just use a crown royal bag. its stylish, and funtional...just like crown royal :D
