Ok so I had been shooting paintballs at my tree and basketball hoop for fun and I didn't realize that paint splatter had covered my parents cars until a month later lol, and by that time it had caked on so simply wiping it off wouldn't work. I've been trying every product out there to get it off and what I have found to work best is acetone. Bug and tar remover wasn't working very well and you have to be careful because some products will harm the paint. The acetone has yet to harm my paint. You could also try some type of alcohol or mineral spirits, an autobody place told my dad thats what they use. This can save you a few hundred dollars because autobody places can charge alot while doing it yourself would cost almost nothing.
